Rise of the Two Tiered Tuition System in Cal Higher Ed

The Chronicle of Higher Education reports that Assembly Bill 955 has passed the CA State Assembly.
If the Senate passes it, then it effectively will create a two tiered system a la Santa Monica College's original proposal.   High demand courses would cost $200 per unit potentially.

According to California Watch, the Cal State System is also considering setting up a similar structure as the one passed in the Assembly.

These trends directly affect the CA Community College's notion of open access.  It should be closely monitored.
