AB 950--Restrictions on Overload

Currently AB 950 is in the pipeline of the California Legislature.  It states the following:

This bill would prohibit a full-time faculty member, as defined, for a community college district from being assigned a workload that includes overload or extra assignments if the overload or extra assignments exceed 50% of a full-time workload in a semester or quarter that commences on or after January 1, 2014. The bill would provide that this prohibition shall not apply to a summer or intersession term, andcommunity colleges with fewer than 3,000 full-time equivalent students, or to certain programs, as specified. The bill would also provide that the prohibition would not supersede the pertinent requirements of a collective bargaining agreement containing restrictions regarding limitations on overload or extra assignments that are more stringent than the limitations imposed by the bill is in effect when this bill becomes operative.
Obviously, some people may be concerned about this bill.  We are monitoring.  Inside HigherEd has an article on some of the implications.  They stated that:

The bill has passed the California Assembly. A Senate vote is tentatively scheduled for the end of the month. However, the measure was referred Monday to the Senate Appropriations Committee's Suspense File for further review of its fiscal impact. A similar bill died in that file during the last legislative session.
